Santiago M. Álvarez Carreño. He carried out his Studies in Law in in Murcia (Spain). He widened up his vocational training in UCM (Madrid) and University Fribourg (Switzerland). He carried out his research activities in Bologna (Italy), Osnabrück (Germany), Dundee (UK), Vermont (USA), Université La Sorbonne (Paris). PhD in Law with European accreditation by the University of Murcia (1998). Since 2001 full lecturer in that University. Takes regularly part in courses, seminars and conferences about matters related to legal protection of water and environment. He published in 2002 El regimen jurídico de la depuración de aguas residuales urbanas, Montecorvo, Madrid (The legal system of urban residual water treatment). As well as other specialist contributions, he has published many articles regarding European Community Water Law as “La calidad ambiental de las aguas como eje vertebrador de la nueva normativa comunitaria” (The environmental quality of waters as core of the new Community regulations), published in E. PÉREZ PÉREZ (Coord.), “Aplicación en España de la Directiva Europea Marco de aguas” (The implementation of the EU Water Framework Directive in Spain), Ecoiuris, Madrid, 2003.
