Eva Garcia-Balaguer. Geographer, graduated from the University of Barcelona (1987) and post-graduated from the University of Lausanne (Switzerland) in environmental and planning management (1987-1989) and local administration (IDHEAP, 1988). She has extensive experience in the field of planning and the qualitative and quantitative evaluation of public policies, team organization and public participation. She has held positions of responsibility: business management, coordination and project management. She has professional experience in matters related to the evaluation of Structural Funds and transversal policies of the European Union. She is member of the Experts Committee on the Evaluation of Rural Development Programs of the EU until 2008. She has also professional experience on Strategic planning, management of natural resources and design of program implementation in active participation of stakeholder in water and river domains. Foundress of the Evaluation Group of Policies (GAP, 1996) and subsequently Gap-Recursos (2001), a consulting office dedicated to provide consulting services relating to External evaluations and Planning and Monitoring Policies. She is currently part of the technical staff of the Environmental Resources Foundation (CRANA) and has responsibilities on the water area since June 2006.
